I add Isopropyl Alcohol on a paper towel. Put the paper towel across the track and hold the locomotive and let the wheels spin. I have done this with steamers but they were not as big as your 2-8-8-2. My way should still work but you will need to figure it out. I never had any success with the q-tip/cotton swab method, but you may.

Rail cleaner on a J-cloth, let the drivers turn while holding the loco still.
After that let it roll forth and back over it to do the non driving wheels.
Paper towel also works but good ones, no fluff.
