That's most likely what's going on. It's at the end of the spur, and hasn't moved in a long time.
 
Is that one of Dick Samuel's units? Ah, O&P RR - yep, Dick Samuels. Nice guy, from the short time I had to meet him.

There is an SW1200/1500 down at the PNWR "roundhouse" in Albany that has had one of it's trucks replaced by a freight car truck. Every so often rumors start up that it's going to finally get a power truck back and go off someplace else.
