I bought a roll of this stuff at the LHS to try. Boy, much easier and a lot less messy than dipping paper towel strips in a water/plaster paris mix. Is there any place else you can get this stuff? At about $8.00 a roll, it's kinda expensive and doesn't go very far.
Know anybody who works in a hospital? Pretty much the same stuff they make casts out of for a broken arm or leg. It may even be available from a home convalescent store where they sell wheelchairs, and other home health goods.
There are hospital supply stores that sell it pretty cheap, maybe try the yellow pages.
Craft supply houses sometimes have it pretty cheap as well, like Michaels.
I think it goes by the name Rigid Wrap?
Because it's a medical product, I'm told that it has an expiration date. If you know a vet or can check with a hospital, you might be able to get expired stuff for free.

I found that building a woven structure out of card board then taking window and door screen and putting it over the mesh then mixing up plaster of paris and putting it on the screen real thick is a lot cheaper and makes the structure hard as a rock. Big Al has an even cheaper method and it looks great, he builds a structure with chicken wire and then uses spray foam to cover it then when the foam drys it can be carved and cut real easy. I went to buy two cans of foam yesterday and it was two for 6 dollars not bad at all. If your interested in watching the video I will leave the link.
Go to Ebay and do a search for plaster gauze. I got a giant box of various size pieces for about the price of 3 rolls of the WS stuff. And as far as I can tell, it doesn't seem to go bad. Just keep it sealed from moisture.
