Lack of figures is common on most layouts. Maybe we are so focused on the rest of the layout that a few people seem to be enough? George Sellios of Fine Scale Miniatures said it best in his book "The Franklin & South Manchester Railroad" when he points out that most layouts look like ghost towns due to the lack of little people.
I'm as bad as everyone else for lack of people. Presently I have less than 12 not counting engineers in engine cabs. My railroad is far from needing dozens or even hundreds of people at this point but Georges comment made me think and I will populate as much as I can as scenes get completed.

I think Wolfgang is the master at integrating people into his scenes.
However, I do like your scene way up at top, zoegraf. Nice car models and the people look involved.

For me finding people that look like people looked back in the 1920's in Rural NYS has been a problem... But I do have a scene of some town folks in the park on a Saturday Afternoon listening to the local Papec Band:
