I don't doubt it, but indecent behavior wasn't as rampant as here in the US. You could go to the store late in the evening without worrying about getting raped or killed. Kids were playing by themselves all the time, i know, i grew up there.
We were too -- at least in Arizona. I would go off and be gone all day. Riding my bike to the store or strip mall a mile away. Riding up to the "mountain" nearby. And in general you wouldn't have to worry about getting killed or raped. (To be honest, that's still true in most places probably). The point is, that the idea of there being pedos out on Halloween is not a new phenomenon. Despite being out all day as a kid with no parent around, I had a guy in a van try and lure me away.

in my old neighborhood they would have the police patrolling the streets just to watch for that sorta stuff. being one of 23 victums of my cousin when he was 18 he go out of juvi and then immediately went to work at Disney world. lonstory short he's in federal pen for csam and hands on offenses. But I bring this up because theirs offenders like him that wont learn and need the stereotypical wood chipper then there are ones who made a mistake and swore they'd never do it again. I've seen both its the the hands on offenders that often make the rest look bad.

Halloween - As a kid we generally didn't stray from a 6-block x 2-block area which we called our neighborhood. About half of the houses were retired folks and the other half mostly went to our Catholic church/school. Me and my siblings always went by ourselves since Mom was always home with kids too young to go, and to give out candy. Dad generally was at an event with coworkers. We rarely saw any adults with their kids unless they were from another neighborhood. As far as folks knowing who was behind the masks, unless you took them aside, they never knew. But everyone knew who was who for the most part anyway.
Fast forward - We haven't had a trick or treater in approximately 50 years, simply because we have lived so far from civilization. We always did what all country folks do and took our kids to a modest neighborhood in a town about 15 miles away. Many of those folks were retired but looked forward to seeing all of the kids on Halloween. Mostly I sat in the car and drank beer with a buddy while my wife sipped wine with the buddy's wife in their car. Never had any indecent incidents either as a kid or with my kids. But this is Texas and ordinary folks would take care of it instantly. Still do for the most part.
Happy Halloween wherever you are.

As a kid in Arizona (we moved away when I was 10 so this was single digit age) my friends and I would go out trick or treating by ourselves. No adults. We started when it started to get dark and ended around 10:30 or 11, when people would turn out their lights. We lived in suburbia, so we did all the streets in our immediate neighborhood, where we knew a bunch of the people etc and then we just started working each further street as it got later.

Then at 10 we moved to Mass and everyone had 1-5 acres and the houses were not close together. So you'd wander around the neighborhood, on small 1 1/2 and streets through the woods to scattered houses. You'd walk an hour or so and hit 20 houses if you were lucky. There were two small neighborhoods where it was like a suburb neighborhood with small lots and houses in a row in our town. Some kids' parents would take them to those areas since you got another 30-40 houses or so in quick succession. I don't remember doing that. It was quite different from the huge hauls we had in Arizona.

Here in Utah we get a good number of kids. We do get the kids whose parents drive them to the neighborhood but a lot of the kids live nearby. Our new house is a little less than a mile from the old house (same neighborhood) and there are fewer kids in this general area compared to the old house a mile away. More expensive houses so. the people tend to be older, and kids are older. High school kids aren't trick or treating generally. We'll see how it is up here since this will be our first halloween in this house. We have a Costco size bag.

I’m designing structures for my friends 1965 era Pacific Northwest Paper mill. Usually I draft these out by hand but giving Ai the size I want the building to be, describing it being built in the 1940/50’s, weathered as it might look in 1965 before the digesters are modernized. I got this from Ai

In 1965 Papermills were involved in modernizing. One of the 1st things they did was to re -clad the Paper Machine building then the digesters and their housing stuctues. This picture is a possible rendering of the old time batch pulping. Modernized pulp is done in a continous batching process.
