Named for Rep. Harley O. Staggers (D-WV) who sponsored the bill: http://en.wikipedia.org/wiki/Harley_Orrin_Staggers#LegacyStaggers Act??![]()
PC would have done better in my opinion if the Staggers Act (deregulation) was enacted before the PC merger.
The deregulation with the Staggers Act allowed railroads to totally revise how they priced freight traffic. Railroads became contract carriers instead of common carriers. Railroads became more like wholesalers than like retailers. Boxcars were mostly replaced with intermodal equipment. Smaller railroads merged into big railroads. Unprofitable lines were abandoned or sold to short line operators or regional railroads. I was with the GTW in the 1970's and the 1980s. The Staggers act of 1980 made a big difference.
Speaking of Milwaukee Road's demise, I recall when the railroad was downsized to its "core system" by the bankruptcy judge. The core system included lines between Chicago, St. Paul, and Kansas City. GTW entered into a purchase agreement to buy the MILW core lines. C&NW objected, and took GTW/CN to court to re-open negotiations. CN&W submitted a bid and so did Soo Line. Eventually Soo bought MILW. GTW/CN entered into a coordinated service agreement with Burlington Northern. Union Pacific bought CNW... Then Soo Line sold its former lines in Wisconsin and Michigan to a company which became Wisconsin Central.... Even later, CN bough Wisconsin Central. ...... Did you follow all of that?
Anyhow, I remember meeting with MILW management as we (GTW) put together a proposed business plan for GTW/MILW. As I said, there never was a GTW/MILW merger as was planned.
There was also "Charlie", which went over my living room, and started a parade of major hurricanes to attack Florida.MIL 113- You seem to have forgotten "ANDREW" . HE was a mean so and so.
Tore up my home along with hundreds of others. Even put a hole in one of the windows of The Magellan. Tore up the GOLD COAST RR MUSEUM along with the Miami Zoo.
