anyone create fictional rxr stock certificate?
Get an actual one at a train show. Usually dealers who sell photos and other paper memorabilia have a few for sale. Run it through a flat bed scanner into your computer and save as a type of file you can edit. Then change the name and other info you want to read for your model railroad's name. Depending on your text or graphics editing software capabilities it can come out pretty convincing.
I dont have a program to do this, no scaner or editing program
What kind of computer and operating system are you using? Windows has a standard built in editor called Wordpad which has lots of size and font options. The full blown Microsoft Word does too. Office supply stores will scan onto a CD or disc for about a dollar. Some can even scan onto a flash drive that you bring in with you. Whoever and however you get it scanned have it saved as both an enhanced text and a JPG file so you can work it one way or the other.

They seem to be dying out somewhat. Check the classifieds at the back of the model magazines and you might find 1 or 2 ads. At one time you'd find a bunch of them listed. Folks who had their home layouts open during the NMRA annual conventions often gave them out to the visitors.
