I installed my first TCS T1 decoder loco runs but no led lights? is the anode + or - obvious what the cathode will be! Or is it a cv setting
 
Anode is +, cathode is -.
Cathode is the side with the flat if you didn't already know.
Cathode goes to the white wire. White is common.

On my Digitrax throttle F0 turns the light on and off.

I don't know anything about the other functions or lights.
Confuses me to death. I do know that when connected you have to set the correct CV to the proper number to get them to work like you want.
 
I had read somewhere if you have no lights you can first simply reverse the wires. I had read that if it is an LED TCS T1 then no resistor is needed but if its not that type then a resistor is needed.
 
If it is a standard T1 decoder (not the T!-LED), you will need to add your own resistors to the LEDs. A 1000 ohm resistor is typical.

On ALL decoders, the blue wire is the common (positive voltage) and the white and yellow wires are the voltage sinks (or negative).

LEDs have two different lead lengths, the longer one is the positive (blue wire) connection.

By default, the front and rear lights are directional, controlled by F0 on your throttle.
