I was upgrading the web album with new software this morning. It is up and running again. Usually Saturday morning has very little traffic so I thought I could sneak the upgrade in

It was Central Pacific in the 1870's, later SP. There were a few lesser railroad pictured in Abdill's "Pacific Slope Railroads". The Pacific Coast Air Line is an "air line" of prosperity to stop the suffocation by the Central Pacific.
The garlic I don't know about.
