Why did they weld the frog to the original rail only to de-weld it later to replace that section of rail as well? (I'm talking about the rail and frog closest to the camera)

Cut and re-weld?

Perhaps it is a government make-work project. There were a few steps that didn't seem too efficient, but overall the project went pretty quick, methinks.
