I think something is wrong here but I am not sure what. can someone help me here.

I'm not sure here, but the loco appears to be stopped, doesn't it have the right of way??

Yup :)

But they will yield on occasion, a few years back I was driving the first due engine to a chimney fire, lights started flashing as I approached the crosssing, a car was already stopped so I pulled into the oncoming traffic lane and stopped to wait for the train to pass, turned out it was only a single engine, the engineer stopped and waved me through the crossing :D
