No, and yes.

GP59s have less handrail stanchions, so they're spread farther apart.

I'm sure there are other differences, but that's the most obvious one that I can think of.
 
I know some GP59's had rounded cab and body corners in an attempt to make them more aerodynamic.Norfolk Southern has all of them, and they have a V12 instead of V16. They share a common frame, and other than the "streamlined" ones, I think they also shared common bodies.

There is a lot of external diiferences (besides the number of handrail stanctions) between the GP59 & GP60. If you don't already have a copy, get a hold of the March 1993 issue of Railroad Model Craftsman. In it you will find drawings of both the GP60 & GP59.
In a nutshell the GP59 has a shorter engine compartment, 6 doors vrs 8, and the inertial air filter inlets and traction motor blower enclosure are located 21" further back from the cab.

was not talking about what is on the inside of the engines. i'm talking about what about is on the outside. i know the engines in them are different.
