It's a RTR but in a Genesis-style box. If you have that exploded parts diagram, call Athearn and tell them that you're missing that part and they'll send you one.
If it is in a Genesis style box, then your engine is from the old run (no grabs and not DCC ready) but the parts from the newer runs should fit as well.

Contact them over the phone. Explain your situation. It's easier for them to say no over email than it is to tell you in person. The person on the phone may or may not just send you the plow. They usually want you to support your LHS so they usually don't cover internet purchases, but you'd never know.
If they do want to charge you, then see how much it will be. They may charge you for the part (a few dollars) then rip you off for shipping (they'll charge $8 then mail it in a padded envelope for $1.5)
If you don't want to spend the few dollars and they don't give it to you for free, consider filing a claim with ebay and sending it back to the seller for a refund.
