I'm wondering if Athearn is still producing P42 in Amtrak Phase V painting scheme?

Yes. Athearn still makes them as a custom run for Walthers, who owns the rights to the paint scheme on P42DCs.

Walthers and Athearn is producing another run of these now. #1 and #67 coming out at Halloween in HO.
