Has anyone out there had issues with an out-of-the-box Atlas N Scale GP-9 DCC. Mine requires the speed to be higher then 40 to get it to start crawling down the track. Checked speed charts and everything looks good there. At a loss over here!

I bought some used Roco locos on eBay, of varying ages. I notice that they all tend to run quite a bit slower than my other makes, Fleischmann etc. Is this typical of Roco locos? These are the European models. I have just tested on my track with a Bachmann manual controller. Do I need another...
