As I don't have a layout per se, can't really answer the question as asked, But the smallest locomotives in my collection that I have run are the various Virginia & Truckee 4-4-0 locos from AHM. Also one cannot leave out the Varney Lil Joe 0-4-0 Dockside with Kemtron valve gear. They are also made by LifeLike, AHM, and probably a couple others that are not coming to mind. Hard to beat that one for small. But close to it is a Marx industrial switcher which basically runs on a single blomberg truck from an F-unit.
More practically the smallest units I run are the Atlas HH440 and EMD S2s.
Don't have / can't find a picture of the dockside.
This is "like" mine. Mine is green supposedly Western Pacific.
Taken several months ago. All Bachman HO; 2-6-0, 4-6-0, Climax, 0-6-0T. All are DCC & Sound except the 0-6-0T, no sound. I've since added one of the newer 0-6-0 switchers. They'll get re-lettered and some weathering in the near future.

This is the smallest I have. It is a DDR Br.95. They were also used in West Germany in the low mountains. It is a very good puller both in real life and on the Modelleisenbahn.
I'll be using this Porter Hustler on my waterfront scene. I bought this on eBay about a year ago, so I don't know how old it is or who made it. It still runs good.
This is my favorite little engine. Lionel's 0-8-0 Santa's Flyer. It was the second Lionel RTR set I bought and my most used locomotive. And it is still running strong, despite wearing off the traction tires.

This is not a small locomotive. The only larger tanks on European network than 2-10-2, were the Royal Bavarian State Railways 0-8+8-0 and the German and Polish build 2-12-4 types for Bulgarian railway.
