Well, looks like the primer didn't help. The paint is just a bit darker than I wanted, so I'll just attribute it to the dungarees being dyed too dark.

Do you know how to drybrush? Adding a drybush of a lighter blue over the uniforms would help to lighten them.
If not, a quick primer:
Mix a shade shade of that blue slightly lighter. Not a lot lighter, but noticible.
Use a wider (flat) brush. Get a LITTLE paint on the end of the brush. Wipe off 97% of a piece of scrap cardboard. Yes it's wasteful of the paint.
Then wipe it once or twice more on a paper towel. You want barely just a hint of paint coming off the brush.
Wipe the brush on the back of your finger, just to make sure you took enough off the brush.
EDIT: You're trying to hit the raised texture areas of the print/figure. Not the entire cloth of the uniform
If it's your first time drybrushing, wipe it on the paper towel again. You're probably not getting enough off.
Hit another of your fingers with the brush. Just to be sure.
Now lightly apply brush to the model ONLY in downward strokes.
Try to hit ONLY the uniform that you want to be highlighted.
Downward strokes only.
This technique is one of adding a VERY subtle layer. Then adding another subtle layer. And perhaps one more subtle layer.
It is far easier to add a layer, than to repaint the figure because you put too much paint on.
Hold the figure at Arm's Length to see how it looks from 3 foot.
