Whistle Not Working

Well, awhile ago I got an O-Scale train from the grandfather. And the whistle didn't work. I took off the shell of the tender and replace two wires that ran to the rollers that move along the track, but it still didn't work. I want to fix it but I am at a loss of what to do now. I have a Lionel 2046W-50, and a ZW transformer. Right now the whistle just makes a clicking sound when I try to use it. Does anyone know what the problem could be?

I am not familiar enough with Lionel equipment to tell you where that wire is supposed to go. I can see that someone has already done some rewiring since the red wire is modern and the cloth covered black wire is original. All I can advise is to get an ohmmeter and check each connection point with power applied to the tender to see if you can locate where that wire should go. I do know from working on a few Lionel whistle tenders in my younger days that a clicking noise when you push the whistle button was always a bad whistle relay. You may get lucky and find out it's only a missing connection. You might also contact Perry Richmond at his web site, http://home.mchsi.com/~ironmaster1960/wsb/html/view.cgi-home.html-.html. Perry is a well known Lionel modeler and may have a much better answer to your question than me.
 
Again, thank you for the information. I switched out the old black wires for the red wires because the black ones were to shot to use.
