I am building my first craftsman wood kit it is a C&O frieght house! Anyway the freight platforms are going to have a dark wood finish and I was going to use paint diluted in rubbing alcohol. Are both water-based and oil-based paint compatible with rubbing alcohol?

No, only water based paints should be thinned with alcohol. Enamels will still require an enamel thinner. The big issue with water based paints and wood buildings in warping. It's a good idea to paint both sides of the platform at the same time, even parts that will remain unseen. This will equalize the water content and prevent warping.
