War Bonds posters

I am in desperate need to find some ho scale WWII war bonds posters like for store windows and such does anybody know of a company that makes decals/stickers like this?

Google is your friend. Do a search on images for WWII War Bonds posters. I'm sure you will come up with many links. Find ones of interest, save them to your computer and print them off. Simple as that.

how do you scale them down to HO size?

You can drop them into either MS Paint (in your Accessories) or MS Word, and then resize them.
