I've used Tomar signals almost exclusively on the CM&N Railroad and I have a three color, silver Tomar signal that has a broken ground somewhere in the assembly. Is the ground for the three LED's attached to the metal mast? If so I can wire the mast to the wiring system.

If you have a volt ohm meter, just touch one lead to the signal casing and the other to a LED lead. Check with reverse polarity as the LED will only let voltage pass in one direction.
