Hello all,
I am wondering if anyone knows of a template that is available for drwaing track layouts at 1/10 scale. Like those plastic circle or gant chart templates.

I don't know of any in 1:10 proportion. That's actually not a very handy scale, at least in the US with Imperial measurements (i.e., 12" to the foot).
You didn't mention a modeling scale (HO, N, etc.), that would have helped in providing a useful answer.
K.I.S.S. offers templates:
HO Scale: 3/4" = 1'
N Scale: 1.5" = 1'
O Scale: 3/8" = 1'
(In my experience, these are most accurate for HO scale -- the N scale and O scale turnouts are just slightly off)
CTT offers (or offered, at least) templates for various modeling scales such as this 1:12 version in HO

The limitation with any of these is that the turnout dimensions are generic and likely will not exactly match the turnouts you plan to use. This becomes more of an issue in tight track arrangements.
