I just tried drilling the cast body of my 0-4-0T to install various super details. I have done this before on quite a number of Mantua/Tyco steam loco boilers, and have not encountered the hardness of the material on this little engine. I have managed to install a headlight that has room for a bulb, but had to stop trying on the smaller diameter holes before I broke a bunch of numbered drills!

Hogging out a lot of metal to increase the room in that engine of yours would be a chore, probably requiring a milling machine. Wish I could help further. :(
