What's the "minimum" size to have a decent HO layout?
It all depends on what you want to do.
Most common starting size is a 4x8 piece of plywood. There are hundreds of plans available for that style.
Another good one is something like a 2 foot shelf around the walls.
Also depends on what locomotives and rolling stock you want to run. Bigger stuff needs more space
What is your definition of a "decent layout"?
Indeed, as Bob said, define "decent" layout. That has a borad range of meaning. I have a dogbone style layout with a 15 foot long, 33" wide shelf along the back wall of the basement with two 4x4 sections at each end so I can make a loop and have continuous running. I think it's a decent layout but I'd like to have about three times as much space. Since I can't, I'm satisfied with what I have. What is the smallest size layout you'd be satisified with?
