I just bought the Athearn Special Edition Southern Pacific Police Caboose set with SP 4709 and SP 4766. I really want to super detail these kits. I know that the original SP police cabooses were C-50-9's, and the kits are of C-40-4's, but it will be close enough for me. #4766 has just the standard details with just the police crest on the bay. I plan to put the new Genesis caboose trucks on both kits. The question I have is where do I find/get/make the parts for the a/c units and spotlights on #4709?

Try these

For the AC unit I don't know of an exact match. Fr close, just type HO AC unit in to e bay and you will get several units that are close. Keep watching as more are sure to show up.

For the spots you'll probably have to make them from a little scrap plastic and an MV lens of about the right size
