Actually, the train will go right over those ramps, but not at speed. It would have to be in slow order, sort of like walking speed. The spacing of the two axles in the truck and the camber of the metal tires, plus the flanges, will all act to keep the truck oriented to the major axis of the tracks as the trucks pass over the ramps.
 
What you're missing in the first picture is that it is fake. The firefighters were actually in the area doing training and when the training was over they purposely set the picture up. It first came out a couple of years ago.

Those are hose bridges. They are used when a street or road has to be open to emergency traffic-like ambulances. They allow pressure and water flow to be maintained in the hose during fire fighting operations. They are particularly useful in pumper relay situations.
