Removing Testors Dullcoat, paint underneath?


I'm looking at an item on Evil Bay, an Athearn SE set that I've wanted for awhile. It has been weathered though. The seller tells me that it's with chalk and testors dullcoat. How do I remove the dullcoat without damaging the paint and lettering underneath? Or will the rolling stock be like that forever?

You can't. In for a penny, in for a pound with the dullcoat and paint. Whatever you do to remove the dullcoat is going to remove the paint.
 
Alcohol will soften and remove Testors Dullcoat long before it will affect the base finish. Don't let it soak - just use a toothbrush and immediately scrub it and rinse it .... that's providing it IS Testors Dullcoat.
