i have Testors Decal Setting Solution here at the house , is this okay to use for N scale Trains? or should i go with Solvaset or Microscale Decal Solution
I don't have experience with testors but it should be fine. I've used solvaset for all of my decals with no problems at all. Make sure the surface to be decaled is glossy as well.

ah okay , the cars i have are Undecorated Black 90ton atlas hoppers i dont believe they have any gloss on them they look pretty flat . my original plan was to just put them on like you would with any other decal and then dull coat them so you dont really see the decal film
Better plan of attack would be to gloss coat those cars first. That will help hide the decal film .then put a flat or satin finish over that.
For gloss and flat finishes I reccomend Krylon products. They cost about the same as the Testors do but come in a lot bigger rattlecan.
One more tip, warm the spray paint in hot water before you spray and as soon as you feel the can cooling reheat it.The warm paint gives a smoother finish.
