Need help identifing a car

Hello,
I'm currently rebuilding some antique shop purchases I picked up a frew years back and set aside until now.

I have one car that I can't identify and my LHS guy says he has never seen one before. ( he is a younger gentleman) anyway.

It looks like it might be something a circus would use to haul animals around but I don't see anyway to load or unload.

Looks like a framed pulpwood flat to me, minus the load.

That looks close, but I don't see it being a flat.
If you look at the upright bars, the bottom side actually looks like a hinge.

I apologize I thought you where saying just a flat car built up. I didn't register pulpwood.
