I want to model a plastic pellet transfer facililty similar to the retired HO scale kit that Walther's had (pictured below).

The dimensions for the kit are 20 x 4 x 8-1/4" 50 x 10 x 21cm. Which is the height? Also, what would be a good size of pvc to use to model the silos. This will be my first scratch build and my railroad is still in the design phase.

I think 8-1/4" is the nominal height. I'm going to make a WAG, based on the size of the people, that the silos are about 30 feet in diameter. That would convert to about 2" outside diameter Schedule 40 PVC pipe. Assuming those silos are about 50 feet tall, you'd use about 3.75 inches as your height. Since this is a freelance model to begin with, I don't think any of the dimensions are too critical as long as it "looks" right.
