i had to move and when i moved back (about 10 years) in between and when i unpacked my railroad stuff i noticed that some of my engines were not running as smoothly as they had before. so i pulled the cover off of this one and that is what i saw rust everywhere. how can i get it off and how can i keep it from happening again

I think your best solution is to throw that metal strip away and get yer soldering iron out and some 22 ga. wire n hard wire the sucker...you will never run into that problem again if you do that...

Pull the strip off and you'll find a clip over the motor.
Gently pry that off and watch out for the brush springs that may fly off!
Solder wires from that clip to both contacts on the trucks that hit the original strip now.
