What is the best way to fasten Rokuhan Z Scale track to the layout? Also....what about a pull out shelf under the layout or just on top of the layout for the power packs and other controls?

The problem you have is with plastic roadbed you don't have the opportunity to ballast it . So you probably need to nail it , adhesives need a large rough surface to bond well . If it were me I would try to locate a sheet of homasote and then use a nail set or a homemade tool to "push" the nails in ( I made one by cutting the end of philips screwdriver off and then drilling a "dent " in the end. If I couldn't push the nail in I would pre-drill with a small bit in a pin-vise.
A dab of latex caulk at the junction of two track sections should hold it.
