This is an Athearn Genesis DDA-40-X UP locomotive.
I bought it as DCC ready so I could use my own ESU decoder with a project download from ESU.
That diesel is a monster! It does look like a smooth runner and good puller.
With the dual motors running off of one decoder, it's has very appropriate momentum and the size provides a good amount of weight.

Wow! Awesome! I think I am gonna have to get one! Definitely with the "air raid: siren though!

The air raid siren is certainly unique. All the Tsunami decoders installed in the loco have the siren option. It can be turned off on the models that don't have the hardware on the cab.
