Takening a 24 dc volt walk around down to 12 volts 5 amps out put with a estimated output wattage of 60 is this to safe or not enough wattage output?

I do not understand the question. Are you asking if it is safe to set a 24VDC controller down to 12V and using that 12V for other things? I would say it depends on both the manner in which the walk around controller reduces the voltage and what you intend to use the 12V for.
