First of all what is this? I assume it's a little switcher, but who made it? When was it made/used? And is this something that could be built in N scale?

It's just an awesome little loco and I love it.

Ok, so... if you were going to model this in N scale, where would you start? I really want one. I know Kato makes some chassis that are really small and may work. I guess I need to bring this to the attention of JD and see if he has any ideas.

Being narrow gauge you'd start with a Z scale chassis I'd think.
Otherwise how about a wee N scale Bachmann Plymouth chassis?
We'll be waiting for pics Kevin!!
 
The Bachman chassis has six wheels. This little guy has two trucks with four each. I really wouldn't want to build one in Narrow gauge since I don't plan to have any narrow gauge. I suppose I could build it for a mine though. Still researching. Thanks for the tips Rico!
