I'm about to use CRC 2-26 for the first time to clean my tracks. It's in a spray can. Will it harm the plastic ties, ballast and adjoining grass, etc. landscaping if I spray it on? Or should I use a cloth saturated with it to wipe the rails by hand?

It's a best practice to wrap a clean painter's cloth remnant around a gloved finger, wet the finger-wrapping cloth there, and wipe. If the glove starts to disintegrate.....well... Try a different type of glove or maybe a different cleaner...? I think most of us have leftover ties here and there, and spraying a tie with the CRC and waiting 20 minutes should tell the tale.
