Correct wiring for multiple MTH switches

I had a question about my current layout and the switches that I have hooked up. I am running MTH real tracks in a double loop configuration, and I am having issues with the inner switches working properly. The inner switches have power, and light up. My question is, why would they make a buzzing sound and do not actually switch? Also with my lock-ons. What is the proper placement? All on the same side, or alternating? My train store said to alternate the lock ons, but manual shows them all on the same side. Which is correct? Any insight would help, thanks.

Issue resolved. Turns out the inner track was grounding out and making a physical connection. I had to use plastic strips that I cut from the package to insulate the inner rail. Once I did this the buzzing went away and it rectified the problem.
