What is the level of effort required to convert something like this EBAY LINK to DCC? I've tried my hand at converting a BB SD40T-2 with mixed results ... is it as simple as buying the decoder and harness kit?

It shouldn't be hard. This model looks has a can motor. It probably picks up from one rail on each truck, so a basic harness should do you. Fitting a headlignt should also be easy, though you'll probably have to drill through the casting & through the roof of the car if you want one.

What's your skill level? For me it would be about an hours work or so, and easy, (including the headlight) but I've been doing installs for years. How experienced are you?

Not very, at least with this stuff. I've done a lot of component level soldering work, built my own race car, in-house wiring...etc., so I'm good mechanically and electrically. If I have instructions I could get it done and could probably wing some of it if needed (like figuring out light installations).

One thing to keep in mind is you'll need to isolate the motor, either double sided tape or better yet clear silicone caulking. And if it does hahave one of the older open frame motors I would strongly advise remotoring it with a good quality can or coreless motor, also use a quality decoder.
