BLI SD7 "sings" - what to check first?

So I have a BLI Blueline SD7, this is one of the ones that comes set up for DC, but with a factory sound decoder. I installed a LokSound DCC decoder, the model that was recommended by BLI. It just plugged in, no soldering. My layout is DCC only (Digitrax) so I don't have any way to test the loco on DC.

So here's the deal. Everything mostly works, but it "sings". There's a pretty strong set of DCC "overtones" coming through the sound system. In other news, the drive is not smooth: the loco surges a bit in steady-state running. What is likely to cause these symptoms? Are they likely related? What should I check first?
