So, that's where they take locos to test them out, see how well they take tight curves?

Interesting but when you zoom in you get an older image without the track.
Is this someone's private speeder track?

I was thinking that it might have had something to do with street cars as you could see the poles and catenary along with rather tight turns.

Mystery solved.
