I basically wanted as much train as I could get in the space allotted (by the wife). Going around the room on a 18" shelf, I would be very tempted to go N. 18" wide would allow you to put scenes between the edge and track.
In my case I wanted mostly a operational layout but still have the option to sit back and rail fan. That said, I needed to be in N scale. However, if you are just going with a shelf 18" x 10', I think I'd go HO.
