What is this thing?

I'd guess it is an old version of a terminal block since it looks like it has a common wire and two outputs. Probably used to power a switch machine and may very well have been part of an old control panel.
 


It's definitely homemade and old. It could be almost anything electrical since it looks like it has a terminal or a switch or something at the bottom. It could be missing necessary connection wires. Is it hollow inside?

Model railroaders are proverbial pack rats - they keep everything. Whatever it is, it has no place on your layout. Electronics have advanced light years since this thing was made. If you need it then you'll be better off buying it brand new, with instructions included.
 
I guess you're right: there's no point in using something so old (and perhaps dangerous) when there's newer, better, and safer versions on the market though it might be nice to keep around as a reminder of the old days of model railroading though.:D (Yes, I'm the typical packrat model railroader you described).
