can some one tell me if this loco is a snoot nose or not? Have decals for it and wanna paint one up. From photos I have found online looks like it may be.
What size snoot nose too? 123" 116"

It's a snoot with the full 123" nose. You can tell if it's the 123" vs the 116" by looking at the front platform. On the 123", the front platform barely has room for a man to pass.

Yes, UP 3300 is equipped with what is commonly referred to as a "Snoot" nose, which was an option EMD offered to allow the railroads additional space to house early Locotrol radio equipment. Curiously, even though UP ordered Snoots, none were ever equipped with Locotrol. UP's Snoot SD40-2s all had 116" noses. None of them had 123" - if they did, they would have had an anticlimber to allow for additional walkway space around the front. The only 123" snoot-nosed SD40-2s were found on the SP/SSW (SD40T-2s), KCS, and ATSF.
