What is the best material to put on top of the wood?

My uncle used something that was hardish not wood or particle board or card board.

Styrofoam is a no no.

What is the best for it?

Open to all ideas

Get the builder's extruded foam at your local hardware store.

It's either Pink or Blue depending on your area.

Get 2" thick sheets, so you can dig out rivers, build mountains, etc.

Just glue it to your wood base with cheap latex caulk. Then paint it an earth color with latex paint. Do not use any solvent based paints, it will melt it.

Thats what I was talking about when i said styrofoam.

Looking for what it could have been

I'm guessing your uncle used homasote. Great for L-girder or open grid layouts. Go with foam the hollow-core, as others have suggested.
