TTX doesn't "sell off" much. They hand it down to the parent railroads. TTX is owned by the railroads that use it.
 
Yep, and it started way back in 1955, the brainchild of the Pennsy. The original stock was owned by the Pennsy, the N&W, and a private corporation, RailTrailer. Since then, every Class 1 railroad in the US, the two Canadian Class 1's, and FerroMex are the major stockholders. Some of the owning railroads will exercise their rights to take cars into railroad ownership directly when the traffic is such that paying the lease fees to TTX is more expensive than direct ownership. It's still a private corporation today. Too bad, I';d love to buy some of their stock.
