NOS BLI Paragon Locomotive stopped working on DCC after changing the address, still works fine on DC

I recently picked up a pair of new in the box older BLI Paragon locomotives, they were at a really good price so I thought I'd give them a shot and they were obviously new, never run. I put the first one on the track, it powered up and worked great on address 3. I also tried it on DC as well and it worked as expected. I then put it on my programming track to change the address to the road number, it responded accordingly to programming, I then put it back on the main and nothing, no sound, no response to commands at all on either the road number address or on 3. On DC it still works perfectly, completely dead on DCC. I tried setting CV8 to 8 to reset but no change. I'm using a Digitrax DCS50.

Any suggestions? I've attached a couple pictures of the box so you can see exactly what it is, let me know if you need any more info. I'm reluctant to try the second unit until I figure this out.

What is the value of cv 29?

CV8=8 does nothing to that decoder. Resetting is a multi-cv setting process.

If I read address 2 it comes up as 03, address 4 comes up as 121, the road number, but yet the loco is still dead as can be.

I never cared for that dual mode stuff. Mostly what it did was operate poorly in both modes. If it were mine, I'd be scrapping out the dual mode stuff and putting in reliable current generation decoders. Sorry, I know that isn't very helpful, but it may lead to the least amount of frustration over the long term.

Finally had some time to try this and it worked, thanks so much.

There is a jumper that can be accessed by removing a small plate that is attached to the exaust stacks on top, removing that jumper and applying power to the tracks causes a factory reset, this got the unit working back on address 3, following the two steps you outlined enabled me to get both locomotives working under there road numbers.

I still don't really understand why the normal programming method did work.....

That's because you told the decoder to respond to a 4 digit address, then gave it a 2 digit address. It was waiting for the 4 digit address before it would do anything.
