What is the secret? Is it in the brand of paper towel? What consistency do you mix it to? I tried an experiment last night using P.o.P. and bounty but it's not hardening up to well.
I've used shop paper towels, which are pink and are much stronger and soak up more plaster than any household towel. You can can find them in any automotive store. Plaster of paris not drying usually means it was applied too thick. Your mixture should be like soup, not like pancake batter.
If the plaster doesn't "set" quickly it is probably old.
