I'd suppose it will wet your whistle and help you start learning the value of DCC. I found the entire hobby to be like peanuts, I just cannot stop with one or two handfuls, I take the whole bowl. If you are like me, pass on this and get yourself an expandable system that can grow anywhere you want to go. I recommend the Lenz system myself, but then opinions abound on DCC.
Lots of web places to do research on the topic. Tony's train exchange is a good place to start. My blog has a few entries on selecting DCC as well.
If you're asking about price then this is not a good deal. You can pick up a Bachmann E-Z Command system on e-bay for about $60. You can get a Bachmann DCC equipped diesel for less than $50. It would be cheaper to buy each component separately.
The DCC system itself is more limited than more expensive systems but it's a good way to get your feet wet with DCC. It will not program control variables but it will control lighting and momentum on any DCC equipped and will control almost all sound functions on sound equipped engines. It's simple to install and use. I have one and can run three locomtives at a time plus one DC locomotive. I'll move up to a better system soon but I consider the $60 well spent in terms of giving me a good start on understanding DCC.
