Do you have to use primer paint?

Could someone tell me why the hobby paint producers don't make flat colored paint? Flat paint is not that much different than primer.

If you used a flat black, there would be no need for primer.

Floquil (now part of Testors/RPM Group) has been manufacturing excellent model paint in flat finish for decades.
I read a while back about that armour modellers prime with flat black. Then build up the colour in thin layers. Apparently, this lets them control shadow detail in the nooks and crannies, similar to a black wash after painting I suppose.
