my BB spine cars from 10 years ago had 28" wheels? larger wheels will rub the frames/spine. I know it was noted that double stack well cars that shared a truck used larger wheels than those at the ends of the car sets....
If you put 28" wheels on, make sure to test the coupler height as it may be too low.

The Athearn Spine cars / Fuel Foiler cars use 28" Wheels, The Walthers 5 unit Spine cars uses 33" wheels, Articulated Double Stack cars Use 33" wheels on the ends and 38" wheels on the articulated trucks in between cars.
